Government Programme measures to reform rescue services and emergency response centre operations
The Government aims to ensure high-quality rescue services throughout the country. Rescue services must be of high quality and carried out in a uniform manner to make sure people's safety is not compromised. In order to achieve this goal, there must be a sufficient number of rescuers in Finland. The continuity and attractiveness of contract fire brigade operations must also be safeguarded. Rescue sector education and training is provided at two localities, Kuopio and Helsinki. The sector’s ability to attract and retain employees will also be ensured by developing wellbeing at work and improving occupational safety.
The resilience of society will be developed by improving preparedness for civil defence and promoting individual emergency planning among the population in all population groups. The maintenance and good condition of existing civil defence shelters must be ensured.
The Government’s aim is to prevent incidents and accidents. The objectives include halving the number of fires by 2030. The services of the Emergency Response Centre Agency will continue to play an important role in ensuring that people get the help they need in a timely fashion.
National guidance of rescue services will be strengthened so that all wellbeing services counties can develop equal services in a goal-oriented manner.
Since autumn 2024, the number of available student places for rescuers has been doubled at the Emergency Services Academy Finland and the Helsinki Rescue School. According to a report on the need for rescuers, approximately 2,300 new rescuers will be needed in Finland by 2032.
The wellbeing services counties are responsible for ensuring that the level and standard of rescue services correspond to national, regional and local needs, the risk of incidents and accidents, and other threats. Increasing student places will help wellbeing services counties recruit more rescuers.
The Government Programme aims to strengthen civil defence by reforming regulation and developing the organisation of civil defence work.
Rescue services play a key role in civil defence preparedness, which is particularly important in the current security situation. The legislation on civil defence will be reviewed during the reform of the Rescue Act and the overhaul of the Emergency Powers Act. In addition, instructions will be provided to improve coordination and clarify the division of duties in civil defence. International civil defence cooperation between countries is strong
In line with the Government Programme, the aim is to strengthen competence in independent preparedness across all population groups through guidance, counselling and supervision.
In November 2024, the Ministry of the Interior published the Preparing for Incidents and Crises guide, which is aimed at the entire population. It contains extensive instructions on how to prepare for unusual situations and what to do during them. The guide is available on the Suomi.fi website at: Suomi.fi/preparedness.
Instructions will also be drawn up to help individuals and organisations independently prepare for emergency conditions. The Ministry of the Interior's project will produce three guides which cover emergency plans, the activation and use of civil defence shelters, and the maintenance and inspections of civil defence shelters.
